제2차 북미정상회담을 앞두고
북미관계 개선과 평화협정 체결을 촉구하는
해외동포 및 외국인 벗들의 성명
2018년 한반도는 세계사적인 격동의 중심에 우뚝 섰다. 남과 북의 정상은 3차례 만남을 가졌고, 북과 미국은 지난 6월 싱가포르에서 첫 정상회담을 가졌다. 전 세계인의 환호와 경탄속에 이어진 남북, 북미 정상회담은 이제 제2차 북미정상회담 개최와 김정은 국무위원장의 서울 방문을 눈앞에 두고 있다.
1. 우리는 남과 북의 정상이 합의한 '4. 27 판문점공동선언', '9월 평양공동선언', 북과 미국의 정상이 합의한 '6. 12 싱가포르 북미공동성명'을 아래와 같은 이유에서 적극 지지한다.
남과 북, 북과 미국의 정상간 합의는 한반도에서 전쟁의 위험을 막고, 항구적이고 공고한 평화체제를 구축하는데 토대를 마련했다.
남과 북이 합의한 판문점선언과 평양선언은 적대관계인 분단시대에 마침표를 찍고 평화와 번영, 자주통일 시대로의 진입을 알리는 선언이었다. 한편 북과 미국의 정상은 6월 싱가포르 공동성명에서 '새로운 북미관계수립'을 합의했다. 북미간의 '새로운 관계수립'은 두 나라가 전쟁위험과 적대관계를 해소하고 관계정상화, 수교의 길로 나간다는 의미이다. 지난해 북미간 핵전쟁의 접경까지 치달았던 상황을 돌이켜보면 극적인 전환이다.
최근 북은 한반도의 평화와 비핵화, 그리고 북미간의 합의이행과 관련 여러 선제적 조치를 취하고 있다. 우선 북은 지난 12개월 동안 핵시험과 미사일시험을 유예하고 있다. 북은 9월 평양공동선언을 통해 "동창리 엔진시험장과 미사일발사대를 유관국 전문가들의 참관아래 우선 영구적으로 폐기"할 것과 미국이 상응조치를 취하면 영변 핵시설을 영구적으로 폐기할 용의가 있음을 표명했다.
또 북은 10월 미국 국무부 장관의 평양방문에서 풍계리 핵시험장의 해체를 확인하기 위한 외부 검증단의 초청을 약속했다. 그리고 북은 지난 7월 55구의 미군 전사자 유해를 송환했다.
한편 미국은 그동안 한미합동군사훈련을 잠정 중단해왔다.
4월 판문점선언 이후 반 년여 동안 남북관계는 돌이킬 수 없는 화해와 평화, 통일의 길로 접어들었다. 남과 북의 정상간 만남이 수시로 이루어지고, 개성에는 남북 당국자가 상주하는 공동연락사무소가 개설됐으며, 이산가족의 상봉과 체육, 문화를 비롯한 다양한 분야의 민간교류가 확대, 심화되고 있다.
또 차단된 땅길, 바닷길, 하늘길이 다시 열려 남북을 잇는 동, 서해선 철도 및 도로 연결 준비가 한창이다. 무력충돌을 방지하기 위한 조치들 역시 진전을 이루어 남북 군사 분야 이행합의서가 채택되고 군사공동위원회가 가동되기 시작했다. 판문점 공동경비구역(JSA)이 비무장지대로 전환됐고, 비무장지대(DMZ)의 평화지대화, 서해 평화수역 조성이 추진되고 있다.
2. 우리는 제2차 북미정상회담을 앞두고 아래와 같은 입장을 밝힌다.
우리는 남과 북이 비약적인 관계개선을 이룬 것과 북이 그동안 한반도의 평화와 비핵화를 향해 중대한 진전을 이룬 것에 지지와 환영을 보낸다. 아울러 이와 같은 조치들에 상응하여 미국도 더 이상 머뭇거리지 말고 6. 12 싱가포르 합의의 이행에 나설 것을 촉구한다.
1) 미국은 종전선언을 채택하고, 평화협정 체결에 나서야 한다.
1953년 북과 미국이 체결한 정전협정 체제는 그동안 한반도에서 전쟁 위기가 빈발하는 근본 원인이 되어왔다. 이에 남과 북은 판문점선언을 통해 "정전협정체결 65년이 되는 올해에 종전을 선언하고 정전협정을 평화협정으로 전환하며 항구적이고 공고한 평화체제 구축을 위한 남북미 3자 또는 남북미중 4자회담 개최를 적극 추진"해 나가기로 하였다.
미국은 제2차 북미정상회담을 계기로 종전을 선언하고, 즉시 평화협정 체결을 추진해야 한다. 북미간 평화협정 체결만이 한반도와 미국본토에서의 핵전쟁 위기는 물론 재래식 전쟁의 가능성과 무력충돌의 위험을 막고 항구적이고 공고한 평화체제를 구축할 수 있는 유일한 길이다.
2) 미국은 대북제재를 해제하고, 북미관계 개선에 나서야 한다.
트럼프 미국대통령은 6. 12 북미공동성명을 통해 '새로운 북미관계수립'과 '상호 신뢰구축'을 강조했다.
이를 위해서는 첫째, 무엇보다 우선 대북제제를 해제해야 한다. 아울러 북에 대한 테러지원국 재지정, 압류한 북 자산의 동결도 해제해야 한다.
둘째, 미국 국민의 자유로운 방북을 허용해야 한다. 북과 미국, 두 나라의 국민들이 경제, 문화, 과학, 교육, 의료, 체육, 여행 등 다방면의 민간 교류를 통해 상호 신뢰와 이해 증진을 이루어갈 수 있도록 트럼프 미국 행정부는 미국인의 방북 금지조치를 즉시 해제해야 한다.
셋째, 북과 미국간 관계정상화, 수교를 위한 첫 단계적 조치로 쌍방의 수도 평양과 워싱턴 디씨에 연락사무소를 개설해야 한다.
우리는 향후 열릴 제2차 북미정상회담의 결과로 한반도와 동북아시아에서 70여 년 간 지속되어 온 낡은 대결구도가 해체되고, 새로운 평화와 번영의 시대가 열리길 바란다.

Joint Statement of U.S. Civil Society Groups
in Support of the Peace Process in Korea
December 6, 2018
2018 has been a year of historic change on the Korean Peninsula. The leaders of North and South Korea met three times, and President Trump and North Korean leader Kim Jong Un also held their first summit in Singapore in June. South Korean President Moon Jae-in has invited Chairman Kim to visit South Korea, and President Trump has expressed willingness to meet Chairman Kim in a second summit. We welcome these positive developments for permanent peace in Korea.
In particular, we support the April 27 Panmunjom Declaration and the September 19 Pyongyang Joint Declaration signed between the leaders of South and North Korea, as well as the June 12 Singapore Summit Joint Statement signed between the leaders of the United States and North Korea.
These agreements lessen the danger of war on the Korean Peninsula and create a foundation for a lasting and stable peace regime. The Panmunjom and Pyongyang Declarations signed between the two Koreas opened the door to family reunions, civil society engagement, and concrete steps towards demilitarization. Likewise, the Singapore Joint Statement emphasized the "establishment of new U.S.-DPRK relations," away from war and hostility towards normal diplomatic recognition. We applaud the leaders of South Korea, North Korea and the United States, who, on the brink of nuclear war last year, boldly chose the path toward peace.
As concrete steps in the spirit of the Singapore Joint Statement, North Korea has:
Suspended its nuclear and missile tests, including destroying the Punggye-ri nuclear test site and inviting outside inspectors to verify that it has been destroyed;Agreed to "permanently dismantle the Dongchang-ri missile engine test site and launch platform under the observation of experts," as well as dismantle its nuclear facilities in Yongbyon if "the United States takes corresponding measures"; and Returned the remains of fifty-five U.S. servicemen who had died there during the Korean War of 1950-1953.
On the other hand, the United States, thus far, has:
Temporarily suspended major war drills with the South Korean military.
While commendable, this U.S. action is insufficient to sustain the normalization process.
In line with the important steps North Korea has taken toward peace and denuclearization and in support of unprecedented peace-building engagement between North and South Korea - demilitarization of the Joint Security Area at Panmunjom, preparations to reconnect highways and railroad lines across the DMZ, and the establishment of a joint liaison office in the northern city of Kaesong - we urge the U.S. government to take the following steps as further confidence-building measures with North Korea:
1) Issue a joint declaration to end the Korean War and negotiate a Peace Treaty to replace the outdated and broken Armistice Agreement. The continuing state of war on the Korean Peninsula is at the root of recurring war threats in Korea. In the Panmunjom Joint Declaration, the two Korean leaders declared as follows:
During this year that marks the 65th anniversary of the Armistice, South and North Korea agreed to actively pursue trilateral meetings involving the two Koreas and the United States, or quadrilateral meetings involving the two Koreas, the United States and China with a view to declaring an end to the war and establishing a permanent and solid peace regime.
Ahead of another summit with North Korea, the United States should commit to declaring an end to the Korean War and demonstrate a willingness to pursue a formal Peace Treaty. Only a genuine and verifiable Peace Treaty between the main parties to the Korean War and the Armistice Agreement can drastically reduce the risk of nuclear and conventional war in Korea. It is the foundation for lasting and stable peace on the Korean Peninsula.
2) Lift broad-based U.S. sanctions against North Korea that harm the most vulnerable and ordinary Koreans as a concrete step toward establishing "new U.S.-DPRK relations." Further, halt international pressure campaigns to isolate North Korea as this is contrary to the spirit of the Singapore Joint Declaration.
3) Lift the travel ban on U.S.citizens from visiting North Korea. The ban blocks U.S. humanitarian aid projects in North Korea, impedes people-to-people exchanges, and prevents thousands of Korean-Americans, who have family members in North Korea, from visiting them.
4) Establish a liaison office in Pyongyang to facilitate diplomatic engagement between the two countries towards mutual trust and understanding.
